Maybe if it is blocked by something, like if the cat broke up and is clogged.

Something very similar to this happened to my dads 95 suburban, I believe the issue was something not being balanced on his engine. He isn't home from work yet or I would call him. He would have to floor it just to make it up a very small incline.

It is like the engine wants to stall. It starts sputtering and back fireing and surging every time I hit the gas. It is getting to the point where even if i floor it, nothing happens. It is really hard to explain. The rpms go up, but the engine gets no louder and it just pops and crackles and i stay about 15-20 mph. Especially after a stop sign or light because I have to hit the gas. If I have it in park, it all goes away. Would a transmission problem cause this?

Once it warms up though, it seems to go away for some reason.

Also, where the muffler connect to the pipe between the muffler and cat, there is a build up of this white chalk like substance.

They said its the fuel pump.

The pressure kept going up and down. I am going to put in a new pump/filter and see if that solves it. What do you think?

Also, should I get a fuel pressure regulator too?

the car should have an FPR on it already

I'd try one thing at a time..go with the fuel pump..see if it helps, if not go with the FPR as well.
Unless swapping the FPR is a huge pain? Then do 'em at the same time

You know many of us feel you on the car problems dude.
I just spent an extra 8 hours maybe the past 2 days COMPLETELY grinding away a lug nut/stud on my Conquest right front wheel to get the wheel off finally. (lugnut had come off 1/2" and then the wheel stud would just spin not attached from behind anymore, couldn't pull to re-tighten it up)
8 EXTRA hours just to ship someone their new rims.
let alone the dead Conquest

Would an EXTREMELY bad exhaust cause fuel pressure problems or not? My downpipe is barely hanging onto my manifold.

No it can't cause fuel PRESSURE problems.

I drove a VW Corrado I had once to a repair shop to pull broken stud WITH NO EXHAUST MANIFOLD ON THE HEAD AT ALL!

Sorry to hear that. I am glad I have not had to do something like that yet. I have been lucky enough to avoid such heartache as that.

I am also going to buy a fuel pump relay while I am at it.

Would you guys trust a fuel pump assembly from autozone? I can get one for $230 that offers everything I think I need.

Don't see why not. I've had fairly good success with them on domestic vehicles.
Make sure you compare warranties also (Advance Auto, Napa, etc)

I wont go to advance...i have had nothing but bad experiences with them. I know autozone is 1 year...and i have no idea about napa

With a new part from them sure should be fine. Only once in a blue moon did I get a new part there that was bad new in the box. Then just take it back and swap it again. And you're always covered as long as their warranty lasts.
