You know what, this is absolutely true. In northern VA (outside of DC), everyone I know complains about how bad MD drivers are. Every time I see a crazy driver weaving in and out of traffic on the beltway (the big highway that loops around DC), inevitably he/she will have Maryland tags. Virginia implements draconian fines for unsafe drivers, yet we can't even apply them to the worst driver's on our roads.
