What good is it going to do to throw a tantrum? They hold all the cards. If the threat with the finance company doesn't get anywhere, then my only remaining options are a lawyer or maybe some state agency. I'm not even sure I could threaten to send the car back at this point. I'd be worried they'll have my money tied up for months.

I've been advocating just fine, thanks. They keep stonewalling. I don't see how asking for the next mid-level flunkie is going to suddenly change that to "oh yeah, we had no idea that you called in 27 times and have had all these problems, we'll fix it for you tomorrow".
I've worked in organizations like this. It's not that the front line people are incompetent. It's that the whole organization is broken. Interfacing with the next tier up isn't going to change that.

Not so sure they hold all the cards. I'm sure they are at least in breach of contract at a minimum, if not in some sort of legal jeopardy for not delivering proper registration/licensing. If it goes on too long, they can lose their dealer license and/or have to pay penalties.
What's actually holding this up right now? You need to get it inspected for a Missouri plate and you don't have temporary tags to be able to drive it to the inspection?

Sometimes the tier one support staff only have access to the happy path resolutions. Whereas supervisors or above may have more access to resolutions outside of the happy path. I ran into this with a issue I had with AT&T. Frontline support simply couldn't do anything because their system didn't allow someone in their position to make those kinds of changes. Supervisors and escalation staff had more abilities.

Vroom, I think, is the subject of some lawsuits over shit like this.
To recap, I was supposed to get a temp tag with the car. Nobody has ever told me why I didn't get a CA tag. So I asked for an MO tag, not realizing at the time that I needed an inspection to apply for one. I don't think they realized it either. After a bunch of back and forth on the phone we sorted that shit out and Vira drove it to get inspected. They've had the entire registration packet since early morning on the 25th.
I can't do any of this myself because that's part of the 'service' they provide. So they do everything by FedEx and power of attorney docs. I've dragged it out of them that it's now some 3rd party vendor in MO that's fucking things up.
I knew this remote paperwork thing was going to be a hassle, but it would be a tolerable hassle if I could just drive the car.
Them being in breach and me being able to enforce that breach are two separate things. Hopefully my threat to call the lender woke them up. I will follow through on that. Friday morning is D-day.

I'd involve the lender sooner, rather than later. They probably have a lot more leverage against Shift than you do, and won't be afraid to use it.

Karen holds no power over these people.
The doc team doesn't talk to customers.
The supervisor that took over my case says she'll keep in touch with the doc team, send me an update, blah blah blah. The exact same line the regular CS reps gave me.
She did confirm I've got a $400 payment credit (approx 3/4 of my first month's payment) coming and the possibility for more if this continues to drag on. This was set up as a result of my threat yesterday.
The only other news is that their mysterious 3rd party is waiting on the DMV for the tag. There's no ETA.
Unless I have a tracking number by this time tomorrow, I'll be making that call to TD on Friday.
